Mark has led external evaluations of programs that address peacebuilding capacity building in SNNPR Ethiopia for Mercy Corps, and community stabilization in Gambella Region, Ethiopia for Pact; an internal evaluation funded faith-based peacebuilding in Burundi for Catholic Relief Services, and an evaluation of a privately funded peace media and conflict resolution training in DRC for Search for Common Ground. He also led a summative evaluation of peace education initiatives in the South Caucasus for the Swiss Development Corporation. Under the auspices of Management Systems International, Mark led an assessment team, sponsored by USAID’s Office of Conflict Management and Mitigation, to explore the relationship between development, conflict, instability and the potential for terrorism in Niger, Chad and Mauritania. Mark co-authored Designing for Results- Integrating Monitoring and Evaluation in Conflict Transformation Programs. This is an introductory handbook for NGO staff working with external evaluators on peacebuilding initiatives. He has facilitated eight 5-7 days experiential learning workshops introducing monitoring, evaluation and learning for peacebuilding practitioners and masters students for American University and Eastern Mennonite University, as well as practitioners at regional workshops in the Middle East, East Africa and West Africa. Mark is foremost a peacebuilder and has served as the Senior Technical Advisor for Peacebuilding and Justice, at the headquarters of Catholic Relief Services. Mark was responsible for the strategic leadership and technical support to country programs and regional offices worldwide. He also served as the Country Director in Burundi for Search for Common Ground, where he was responsible for the overall direction and management of a large multi-faceted, peacebuilding program, including strategic planning, program development, fundraising, finance, host government relations and representational duties. The program included a well established peace journalism component promoting dialogue at the national level, integrated with relationship building components at the community level, led primarily by women and young people. His work also included preparing parliamentarians for legislation on Burundi’s Truth and Reconciliation Commission. Mark holds a Masters in International Administration from the School for International Training. Mark also brings over a decade of development experience working in Bangladesh, Indonesia, Cambodia, El Salvador, Burkina Faso and Uganda.
